Personality: There's an easy, succinct way to describe Katsura: idiotic. Yeah, he might be a skilled tactician and brilliant swordsman, but there's no end to the list of 'silly things Katsura has done'. He frequently makes strange plans, jumps to absurd or flat out wrong conclusions, misses obvious details, acts on bizarre trains of thought, gets lost in meandering daydreams, or otherwise completely misreads a situation. While there's a sort of internal logic to many of his actions - for example, rapping in order to recruit people to his terrorist cell because rap is popular with young people - there are some moments where there's no excuse - like failing to notice when his close friend was replaced by a very bad, very obvious fake.
So that's a reliable first impression of Katsura: a weird moron. The impression tends to last, too. Katsura may be a wanted terrorist and war veteran, but he's still a bit of a baby about some things. He doesn't take well to being teased, flustered, or having his pride wounded, and while he can (pretend to) shrug off a few comments he tends to explode into angry, embarrassed yelling if the behavior persists. He hates to lose and tends to act sullen and bratty when he does, if he admits to losing at all. Even when he's not being a brat he can seem a little out there and childish, like his weakness for animals and love for playing with their paws.
But as mentioned, Katsura is a terrorist and a war veteran, and he's lived as long as he has for a reason. Katsura has always been something of a natural genius, to the point that he was able to secure a scholarship at prestigious school as a child despite being an impoverished orphan. These days he uses that same intelligence in his work as a terrorist attempting to overthrow the government. He's been shown to successfully plan months-long infiltration missions, escape from heavily guarded prisons, incorporate new technologies into his plans, and come up with solutions to mid-mission emergencies on the fly. There's also been a few moments where his idiotic behavior has been shown to be a simple ruse - though it's also worth noting that these usually happen when he's playing dumb to get out of trouble or annoy someone, and that the moments of genuine idiocy seem to outweigh the fake ones.
Though he's a skilled swordsman, Katsura flourishes best in leadership roles. As both a general during a war and the leader of a terrorist cell, Katsura had the faith (if not always the understanding) of his followers and did his utmost to lead them well. Not only is Katsura a skilled strategist that values the lives of his comrades, he also knows how vital it is to secure provisions for his subordinates and recruite more people to his cause. Most importantly, he has the humility and compassion necessary to know when to give up on a hopeless fight. As a child he resolved to be 'both stronger and more cowardly than anyone else', to always prioritize the survival of himself and his comrades over anything else. It earned him the nickname of 'Runaway Kotarou', but the name doesn't always fit. More on that later.
Of course, it's important to note that he doesn't give up at the drop of a hat, either. Katsura is so determined that it's fair to call him simply stubborn. He has the conviction and willpower to see even painful or difficult tasks through to the end - like, for example, fighting against the corrupt ruling government for the entirety of his adult life, even after experiencing loss after loss and making little in the way of progress.. If the situation calls for it, he won't hesitate for a second to put his own life on the line for the sake of his goal. He's not unreasonable, however, and knows when he needs to adjust his methods. His terrorist activities have gotten a lot less violent, lately. He's still not above blowing up a building or two if necessary, but he takes much greater care to avoid needless casualties - especially civilians - and has gone as far as to help rescue he's sworn enemy's daughter when she was taken hostage.
Katsura is extremely picky about his name and prefers to be called Katsura. However, he's usually addressed as 'Zura', a childhood nickname that he rarely 'allows' himself to be called by. People do it anyway and he responds anyway, but doing so often has him correcting whoever says it regardless of the situation. Even when disguised and infiltrating an enemy organization, he immediately corrected the first person to call him by his pseudonym and only managed to completely avoid blowing his cover when someone else thought he was making a pun.
But the reality of the situation is that while Katsura is also Runaway Kotarou, a former general, and the leader of a terrorist cell, Zura is just Zura. He doesn't have to worry about being a proper general, doesn't have to worry about leading and army, and he doesn't have to worry about looking after other people. 'Zura' isn't a different person, but when Katsura calls himself that he lets himself step out of a leadership role and really get into the thick of things in a fight. He gets his companions to safety (if possible) and then abandons any pretenses of being a general and just does his absolute best to handle the enemies in front of him.
Powers/Abilities
• Swordsmanship: Katsura is an extremely skilled and talented swordsman. Katana have been his primary weapons for years and remain his preferred weapon by far. While he's had his share of fights end in a draw, it's not often that he flat out loses. He's far from the best, but even the best might find him a hard opponent to handle.
• Explosives: As might be expected of a terrorist, Katsura is quite skilled in the art of blowing shit up. Not only does he know how to mix and arm his own explosives, he has the knowledge and experience necessary to use them in combat, for distractions, and as means of destroying buildings and other structures
• Electronics: Somewhat related to the above, Katsura also dabbles in building, rewiring, and using a variety of electronic devices. He's no expert but he can definitely make due, and seems to be especially proficient with clocks, remote detonators, and cameras and other surveillance equipment.
• Disguise Skills: Katsura is a wanted man with a somewhat distinctive appearance. To counteract this, he's become skilled as employing various disguises to conceal his identity. While many of these are questionably useful (such as a space pirate version of himself) there are others (such as a female version of himself) that he's employed to great effect.
• Speed, Strength, Endurance: Katsura is a normal human, but in his world normal humans can pull off some pretty intense stuff, like punching someone hard enough to send them flying across the room. Katsura is no different; while most people wouldn't consider him superhuman he's markedly stronger than the average person and really hard to kill.

Incentives: Knowing that his loved ones will be kept safe is incentive enough for Katsura. However he'll also demand fair governance on El Nysa, though the results will be closely scrutinized, and a limitless supply of Umaibou.
